As such both the terms are different. An employee gets basic pay with dearness allowance (which is to compensate inflation) with some additional perquisites as his/her salary. Sometimes, Government declare some additional benefits like retirement bonus etc. for its employees. These benefits are generally calculated based on basic pay (say some percentage of it). Most of the times these benefits are calculated based on Basic pay and some part of Dearness allowance. While calculating these, whatever part of Dearness allowance included in the basic pay is called Dearness pay. It is not paid in salary, but added to Basic pay for calculation of any such benefit, so that the employee get more benefit due to Dearness Pay.
