What is difference between DA (if forming part of retirement benefits)and DA (if terms of employment so provided)?

Both are same there is no difference between them. Employer give DA in two parts or fully with salary. 1) DA 40% of basic with salary and 2) DA 60% for Retirement benefit. You can also add retirement benefit into calculation (PF, Grauity etc)
