Cutoms, ce exemption-mega power project

26 November 2011 We are subcontractor doing mega power thermal projects, mainly from BHEL & B&R.As per the recent notification reg this..all the goods supplied by the sub contractor to the project should be exempted from customs and central excise duty.Only thing is required a certificate from chief engineering authority.
My question is

1.How can we get these certificate .Please explain in detail
2.If we did not get the certificate in time , then paying the duty under protest is possible ?

3. Thi is the only certificate required for getting this waiver?
