Custom duty under epcg scheme on import

Dear All,
I am working as an Acountant in a company, the company is importing furniture from china under High Sea Sales for another Party, now for EPCG licence we given him Proforma Invoice without freight & Insurance i.e on FOB price and the same invoice has been used for 30% remmitance to the Expoter. The party is demanding Proforma Invoice with CIF value after the above remmitance, Can I do so ?
