Can we avail ITC for GST paid under RCM @ 5% for availing service from GTA?

Why does it say for Rail and vessel with ITC and for GTA No ITC?? This got me confused, what is this No ITC

Goods transport agency can't claim ITC but the person paying the freight and gst under RCM can avail ITC on it.
