Conversion-pcc to ipcc

If a student had completed the articleship of 3.6 years. But he haven't pass the exam (PCC-Any Group).
When he can fill the conversion form ? If he fill form after result (PCC-Nov 2012) will he be able to give IPCC Exam of May 2013 attempt ?
If yes then what will be the status if he pass 1st group of PCC (Nov.2012) attempt-Result awaited...
Please reply urgently and clearly as I was unable to answer this query asked by A Student ?
