conversion from pe-ii to pcc

28 June 2009 my freind had registered for pe-ii on the basis of graduation.he has not cleared pe-ii till now. he has given exam in june 09. he is not confident about his results. now he wants conversion to pcc and start doing articles. whether it is possible to do so?
