Any person can make contract themselves in between his two department & is ...? TDS Diductable

No there is mutuality involved if it is 2 departments of the same company and hence TDS will not be applicable. As TDS arises only when there is income chargeble to tax. The matter is different if these are 2 companies though forming part of the same group.
