Trust me, Parliament will never pass a Bill on a subject falling in the State List. If they do decide to do so, first they will seek Constitution amendment, moving teh subject to Concurrent List. If Parliament does pass any such bill, it will not be valid. By teh way, if Central Act and State Act take contrary positions on a subject in Concurrent List, teh Central Act prevails.
