If the company is not deducting the PF from employees who is drawing salary(basic+da) less than Rs.6500/-, is there any non compliance?

Yes,under Provident Fund Act provided PF Act is applicable to your company.[for knowing whether PF Act is applicable to your company or not, refer section 1 of the said act.]
