If a composite dealer ( Restaurant service)can purchases of goods and services from an unregistered supplier, then should he paid GST on reverse charge basis?

Composition dealer can purchase from unregistered dealers and RCM is applicable on such supplies. RCM is deferred till 30/09/2019.
