how to apply for clearance certificate (GST/PTR/VAT)

Dear Sir,
VAT Clearence certificate can be obtained on request to by Local VAT office even the present GST office by the Assistant Commissioner .
For GST their is no clearance certificate presently ( I too had approached for the same ) we can only download our Cash & Credit ledgers from GST website.
