Dear Sir,
We are a 100% Export Oriented Unit One of our customers who is 100% EOU has issued Procurement Certificate instead of CT 3 can we clear the said goods against Procurement certificate without charging Duty.

If the goods imported (duty free) by you then you can clear the goods against the procurement certificate (in bond transfer).
If the goods manufactured by your unit then you have to obtain CT-3.
If the goods manufactured by your unit then you have to obtain CT-3.

From your reply, I understand that if we procure goods (imported or indigineous) duty free and process the said goods it can be cleared against procurement certificate, please correct me if I am wrong.

You have to obtain CT-3 to clear the goods to another EOU.
if you procured any imported material duty freely then you can clear the same to another 100%EOU against procurement certificate (in bond transfer).
If you want to clear the final product against nil rate duty you have to obtain CT-3.
