With regard to Govt. Aided Schools who must file TDS (form 24Q), either the Employer/Appointing Authority (Correspondent) or The DDO (The District Educational Officer)

If the TDS is deposited into the Govt account by way of Book Entry (Form 24G) then you have to deduct as DDO
If paid by Bank Challan - As an Employer
If paid by Bank Challan - As an Employer
