Can Contracutal Staff claim HRA,Transport Allowance,medical Allowance,if employer given lump sum payment without bifuracation?

It should have been mentioned in the salary slip or form 16.
However, he may claim this. But remember, if he gets the final assessment order based on his own calculation & return, its fairly good . But if he receives a notice then he will have to produce the above documents to the IT deptt.
So.. if he is willing to take chance, he can.
