My Final attempt due in Nov'14.IS any of the following changes are effctive to my attempt?

When shall i start my coaching and in which order ??

These changes have not taken place as yet. So its difficult to predict. So you have to wait and watch.

You do not know what will be the changes within next 2 years. So whatever laws and acts are there you should read those and any change shall be very small which you can take up any time
