Please tell me approval of Central Government is required for change of name of private company also?

simply called board meeting to adopt new names selected and file form 1A. then called board meeting for convening a general meeting for passing a special resolution to change the name .

Agree with expert. As a matter of good governance, a board meeting should be held before filing 1A and the Board should list down names in their preference which should be replicated in the Form 1A.
