100% EOU follow both the procedure for procuring goods from domestic tarrif area
1:can avail cenvat credit on duty paid goods
2. can avail duty free goods on submission of CT 3

Yes. You can avail Cenvat Credit on Duty Paid Goods. You can also avail CT-3 for procurement of goods against NIL rate of duty.
