A manufacturer has bought raw maerials and not started manufacturing at all. He keeps the raw material in the stock for 1 month and in the 2nd month he manufactures goods. Is it mandatory to file nil return of excise for him? In such nil return CENVAT on the stock of raw material lying with the manufacturer is required?

If he has registered with central excise department then excise return will be filed mandatory.
