Should a comapny pay CDT if the comapny has proposed dividend(which is not yet approved by the shareholders)withing 14 days of proposing?

no. pay only after it is declared.....

i saw many annual reports in which comapnies have proposed dividend and paid cdt on it.
what is the logic behind it.

they only proposes. they pay ddt only at the time it is declared
