Can a person bill Rs. 3lakhs to one person and receive whole amount in cash in different dates? Or can he receive ₹1.90 in cash and balance in cheque?

NO he cannot any amount more than INR 20000, Should be received by cheque otherwise it will be disallowed

269ST will be applicable if you receive 2 Lakh or more. You can receive 1.9 Lakh in cash & balance in cheque.

Cash Receipt in different dates will not help you to circumvent 269ST
