01 February 2009 The cost price to the seller will be treated as value of material where mrp is not fixed.

If mrp is fixed then the value of the material will be mrp.

Central excise has to be paid as per the valuation made above.

01 February 2009 (from your question it is not clear the meaning of customer)
if the goods are supplied by the buyer to the seller free of cost then it is treated as additional consideration is folwing from the buyer to the seller, then that value of the addtional consideration should be added into the assessable value as per valuation rule 6.
