2) Ref for 20% tax liability under Indexation or 10% flat tax for capital gain and its provision under income tax Act

Bonds Issued by NHAI and RECL redeemable after 3 years are eligible for deduction u/s 54ec subject to a max limit of Rs. 50Lacs.
