Capital gain

My client is a NRI but having Indian PAN.
He has a property in Pune and going to sell at Rs 75 Lacs.
Indexed cost comes to Rs 51 lacs so
Long Term Capital Gain comes Rs 21 Lacs.
Now he wants to save capital gain so he would have to invest Capital gian amount in new property (House) with in time limit
but he wants to transfer balance amount to US
what to do for this?
Pls help
