Can one get service tax registration from any where india?

I need a service tax registration of proprietor ship but service provider is from Kanpur and he/she has all documents regarding PAN, Address Proof, Identity Proof of Kanpur. Can he get registration from Lucknow if registration form ST-1 is filled online???

Means there is no problem in doing online registration (Filling ST-1) in Lucknow but documents will be sent to kanpur office. How long will they take to grant registration & how much time would they require to issue us registration certificate?
