can HRA be claimed when House loan availed

An individual has taken a house loan in Hyderabad , claiming exemption towards principle amount repaid u/s 80C, and Interest paid under Loss from House property. My Question is ? He is also claiming HRA stating that, the house loan claimed is the house which is far way from his employment and he is not staying in that house parents have occupied and for employment purpose he is staying in Rented House near the office. The Own House is far way near by 35-40 Kms from the Office in Hyderabad where his office is situated.
