Can a trader of excisable goods take registration for excise

My query is if a trader who deals in excisable goods i.e. buying goods from manufacturer and selling it to other dealers or end user can take registration for excise to get credit of cenvat.

No he can take First Stage/Second stage dealer for pass on credit but he is not eligible to CENVAT credit
