We are an 100% EOU, pls let me know it is mandatory to submit CA certificate for GST claim more than Rs. 2 Lakhs under Zero rated supplies , it includes supply and service or service only

There is no requirement of CA certificate for submission of refund claim on account of zero-rate supply. You need to give respective self declaration in the refund application along with the required details in the Statements.
