Bank is ask for c.a certificate for sending foreign remittance agst.import payments.RBI circular of 1st June 2015 reference given by bank.

Yes it is correct...
Firstly you need to fill form 15CB which would be authonticated by a Chartered Accountant then you need to fill form 15CA.
