Hi,
Actually i want to know although the budget is supposed to come on last day of february and after the formation of new government in the year of election but why for 2012 budget came on 16th march even there were no elections in 2012 ?

I think, that time there were elections in some states like U.P. I think that was the reason for delay in Budget.

Before election, the code of election commission applies and the government can't bring out any policy which may affect public support in its favor. Hence even if the election was at state level, the government was unable to bring any policy in the budget, which may affect the public support for it. I hope now you understand.
