whether an individual can file belated return in online inorder to claim refund

You can file return however, you may have to pay penalty of Rs.5000/- u/s 271F

Galib bhai. It is not necessary that penalty will be levied. So it is wrong to say that one has to pay penalty.

Yes penalty may be imposed at the discration of AO and its no hard and fast rule that in all cases penalty will be imposed.
