can manager sign the bank realization certificate on behalf of the exporter?

BRC are also used in Chapter-3, Chapter-4 , Chapter-5 scheme of DGFT
BRC is basically a certification of total export procedure which is certified by bank.
in this case exporter must submit a letter for Signing BRC on their behalf .
