can a practising chartered accountant is allowed to authorise a phd certification document

Attestation of copies of original documents for academic or Migration can be done by Class I and Class II, public servants/officers and bank managers of a Nationalised bank as well.
Character certificate can be attested only by: Police records verification and Class I gazetted officers
Where as Citizenship certification is limited to very few officials e.g., Sub-Divisional Magistrate
