Whether the rates at which Import and Export to be recorded will be rate of CBEC or Bank at the date of transaction?

1)purchases/sales to be recognised when all significant risks and rewards transfered to buyer/seller.
2)RBI exchange rate on date of transaction can be used as exchange rate
