whether we have to apply with in one month to the icai after completion of articles or we can apply later i.e with in 3months by paying 100per month penalty

You may apply thereafter also after paying the requisite late fees along with a letter of condonation by both the Principal and also the Article. Pay it by DD.And address it to the regional office. SIRC/ WIRC etc.
