There is no fixed tenure within which they reply.A minimum of 4-6 weeks is normal.
Your case is a permittion case,So until there is some contradictory information in your form,your application is unlikely to be rejected.Apart from address proof ,I think consent of CA is also required

Since you are in 2nd year first you need to write a letter to icai seeking permission for transfer and only when they allow you then only u should file form 109 with duly signed by your existing CA.
