sir is there any provision that i start articleship after apr.30 and my final exam will due at nov.2015 by paying any fine/late fee

If you registered your articleship by 1st May 2013 then you are eligible for November 2015 attempt. Otherwise i.e you commenced your articleship on or after 2nd May 2013 then you are not eligible for November 2015 attempt.
However if you indicated your articleship commencement date from 1-5-2013 on form 103 then it means your articleship commenced from 1-5-2013 and however you have time to send form 103 to ICAI upto 1-6-2013 with out paying any fine or late fee.
The condition to get the eligibility to the Final exam is "Should be complete 30 months of articleship period as on 1st day of exam commencing month including excess leaves if any" So there is no any provision for getting eligibility to CA final exams attempt with out completing such required articleship period by paying any late fee/fine also.
