Can I please know the procedure and filing required at ROC for Appointing of Chairman of A private limited Company as per companies act 2013.

You do not need to file anything with ROC for appointing a Chairman.
First check the provisions mentioned in AOA for appointing a Chairman. If nothing is written in AOA, then present members of the meeting can elect one of them as Chairman of Meeting. (Section 104)
