Dear Sir,
Who need to file 281 application with AO?

If assessee want to creat charge on assets ( plant & machinery, fixed deposit etc) by way of sale, mortgage, gift or exchange then the application under section 281. CBDT has issued circular for the procedure to be followed for application under this section. Circular No. 4/2011 dtd 19.07.2011.
