Dear sir,
one of our client requires form 15 CB for remmitance to switzerland in USD. purpose of remittance is payment for subscription of key to metals web edition.this is a software for data retrieving from key to metals web database.whether tax should b deducted or not?and reasons for the same and is there any notifications for the same.please help as these questions will b asked while income tax hearing of this case.

Form 15CA followed by 15CB is the outcome of Section 195 of the Income Tax Act. If the amount payable to outside India is taxable then it is subject to TDS at the specified rate (rate under DTAA or Income Tax whichever is lesser). To identify the tax ability you need to look through section 9 and 5 of the Income Tax Act.
