please let me know whether frames when fitted with lenses as per customer requirement(both frames and lenses are traded item)will fall under excise in eye ware industry

But can you provide me some case law as in this case the lens are already attached with the frames at the time of purchase but the same replaced with the specific power lenses as per customer requirement.
So no new product come into existence.
