Hi, I have a doubt my brothers company incorporated at 27-03-2018. he is not filing her annual returns of that 3 days. my question is what is the rule for filing of annual returns in this case.

For Income Tax you can file Nil return for FY 2018-19 otherwise can also file the first return in Sept 2020. For first year ROC returns can file within 18 month from the date of incorporation.
In all as per our understanding for 3-4 days there is no necessity to file the returns for FY 2018-19.
