All industry rate enhancement

we wish to enhance our all industry rate, because we are sufffering duty element more then the current AIR rate. and so we claim Brand rate drawback each time.
is there any way to enhance AIR Rate with application to customs.

18 December 2013 after collect all the evidence ALL THE DUTY PAID BY YOU , cost of expenses @ manufacturing , i.e. excise purchase bill, market bill another party bills, total rate of per item, after duty, rate of vat etc .

i think,if you provide me ALL THE Detail US submit the request letter in CBEC
