agriculture income in USA is taxable in india or not

Any income earned out of India is governed by the laws of that Land and India has nothing to do with it. Only if there is income in other countries with which India has Treaty then if taxes has been paid in that country can be adjusted on proportionate basis if it is shown in income with foreign income.
You have to find out whether agricultural income in USA is exempted or taxable. If exempted then no tax to be paid and if not exempted then no benefit of proportionate tax is available in India as it is exempted in India.
