When we say that a particular item is charged to a particular account, does it not mean that we are debiting it? Or is it that we does that seeing the nature of the particular account? But doesn't charging means that it is an expenses?

Yes it means that we are debiting it. Charge can also mean for the purpose of cost center for various branches
