Acceptance of Belated Return

If person has not filed his IT return since AY 02-03 till AY 09-10,but has TDS in each year.Can he file his return now to claim refund.If so wats the procedure? whether permission is required for acceptance of belated return? Does any section specify such situation?

As per Sec 139(4) of Income TAx Act,- Any person who has not furnished a return within the time allowed to him under sub-section (1), or within the time allowed under a notice issued under sub-section (1) of section 142, may furnish the return for any previous year at any time before the expiry of one year from the end of the relevant assessment year or before the completion of the assessment, whichever is earlier.
So only Return of AY2009-10 can only be fillied till 31st Mar.2011.
Other earlier returns are time barred returns, so can not be filed.
