if notice received from income tax department.. about scrutiny case... can only CA is only eligible for representing the assessee ??

ANY ONE CAN REPRESENTATIVE THE CASE BEFORE THE A.O. PROVIDED HE OR SHE SHOULD BE AUTHORISED BY THE ASSESSEE.
