One of our NRI client has sold his house in Mumbai and payment received in his NRE a/c. and now He wants to take the money from his NRE a/c. to his a/c. in USA. So, bank has adviced him to fill from 15CA & 15CB. So, Isn't it is compulsory to fill form 15 CA & 15 CB.

yes. its compulsory to fill it if money moves from india.

Earlier there was a concept of income tax clearance certificate mandated by RBI for effecting transfers out of the country. After that is dispensed, forms 15CA and CB is introduced. Any payment to be made out of india these are must.
