my cliant is a small trader he did not claimed TDS (16A) of fy 2006-07 can he claimed that TDS in 2008-09

He can file a revised return for fy 2006-07 (if he had already filed a return)and claim. If he is not falling within taxable category, he can file a return now and claim.
