I have made two payments for june and july of $52, can i file 15CA now???Will there be any penltay??

Yup there's risk, the amended section 195(6) is applicable wef 1st June, 2015, it provides for procedure of making remittance.
So the payment is made after applicability of amended section risk u/s 271-I is there.
